Keystone XL Suffers Another Legal Blow

Opponents of the Keystone XL pipeline won another court battle in the Ninth Circuit Court of Appeals.  The federal court upheld a lower court ruling that suspended a fast-track permit for the project to bring tar sands down from Alberta to Gulf Coast refineries. A Montana federal district court ruled last month that the nationwide permit issued by the Army Corps of Engineers violated the Endangered Species Act.  The latest ruling prohibits construction of the pipeline while litigation is pending on the merits.  Environmental groups fighting the construction project consider it to be a major threat to communities, wildlife and clean water along the pipeline's route as well as a major potential contributor to global climate change.
